During an upgrade from the 2018 version, whose name I dont recall, using the upgrade built into the IDE. It is no longer available anywhere on my computer. Now keep in mind that during the process my Sophos Endpoint Agent complained that a ransomware app, ECLIPSE, was attempting to run on my machine. Perhaps this ate everything?

More likely that you updated to something that requires Java 17 but was/is running with Java 11. The eclipse.ini likely contains something like this:

-vm
C:/Program Files/Java/jdk-11.0.9/bin

That needs to be changed to use Java 17 and here is a good place to get one:
